Yes. Germany for example requires a proper age verification with id, but since stores don’t want to implement that, they just block these games. At least GoG lets you buy them through a VPN. Steam is much more thorough and won’t let you buy them if the account has German payment info or a German address linked to it. You can create a second account with vpn and buy the games on that account using gift cards, but you can’t gift the games to your main account.
Can’t get it to work either, maybe some of the games are blocked in some regions?
Had trouble getting them from Germany. Had to VPN to the UK.
